What is PEACE?

PEACE is a community-based project established by the Prevention & Training Branch of the Department of Mental Health & Substance Abuse, with guidance by the Governor's PEACE Council and the State Epidemiological Work group.

PEACE strives to:

  • Raise awareness about the effects of alcohol, tobacco and other substance abuse on Guam;
  • Prevent/reduce alcohol, tobacco and other drug use, including underage drinking;
  • Promote alcohol-free, tobacco-free and other drug-free lifestyles;
  • Reduce the harmful outcomes associated with alcohol, tobacco and other drug use;
  • Build Guam's capacity and infrastructure for establishing and sustaining evidence based substance abuse prevention early intervention programs that are effective.

Monique Portusach Cepeda Ulloa

Monique is a member of the Governor's PEACE Council. She has spent countless hours helping to mentor Guam's youth as prevention advocates. She was once a participant during one of Guam's Youth for Youth Conference when she was in middle school and in 2007 she served as the adult chairperson for the 17th Annual Youth for Youth Conference planning committee.

Positive Action
The 13th Annual Summer Youth Swimming and Water Safety Program
is being hosted by the Youth for Youth LIVE! Guam in partnership with DMHSA's Prevention and Training Branch, the Guam Chamber of Commerce, Dept. of Parks & Recreation, and the American Red Cross from June 17th thru June 25th, 2008 at the Hagatna Pool. The program incorporates various fun and educational activities such as swimming lessons, tennis, arts & crafts, cooking and "Positive Action" evidence based prevention program.
